Hello Scott,

According to your description, you found your managed CPP/ATL 9.0 project
always rebuilds vc90.idl when you build the project, even though there is
no any reference changed in your project to vc90.idl, correct? If I
misunderstood anything here, please don't hesitate to correct me.

Based on my experience, generating a type library (.tlb) file could also be
the cause of this.
If you don't need the type library, I suggest you can disable generation in
the project properties or .idl file properties.

Thanks for your reply.

The /IGNOREIDL option specifies that any IDL attributes in source code
should not be processed into an .idl file. If the issue goes away after you
turned off this option, this sounds IDL Attributes results the recompiling.
Did you make any change on these Attributes?
