The cheapest way to intitially build a bespoke website is NOT to incorporate any content management. For customers who require constant changes to their website, the cost of paying someone to edit the site every time becomes expensive.

Therefore, having parts of the website editable through an administration screen can prove beneficial.

On the other hand, when a website is content managed it involves utilising a database as well as spending more time in creating the website and the administration site.
It therefore, comes down to weighing up the extra cost in building/hosting the site compared with the amount of edits anticipated.

Most E-Commerce websites are content managed as stock is generally changing and new products are added/removed.
