This newsgroup is for programming questions regarding Microsoft's .NET programming platform.
Try a newsgroup with Outlook in the name.
But, based on what you say here, the problem is most likely NOT with your Microsoft software, but with your email account settings (POP/SMTP/Security/Port) in Outlook.
